(Port Vila, 26th September 2013)

Your Excellency, Iolu Johnson Abbil, President of the Republic of Vanuatu,

Hon. Philip Boedoro, Speaker of Parliament,

Hon. Ham Lini, Leader of Opposition,

Hon. Ministers,

Hon. Members of Parliament,

Dear colleagues of Diplomatic Corps,

Friends from Chinese Communities in Port Vila,

Distinguished Guests,

Ladies and Gentlemen,

Good Evening!

It is my great honor to welcome everyone to tonight’s celebration.

It will be the 64th anniversary of the founding of the People’s Republic of China in a few days. On the 1st of October 1949, New China was founded. It is from that moment, the Chinese people have liberated ourselves from the imperialists and colonists, and began to control our own destiny. We started to build our country and try to find a development path that suits China the best.

Since the “Opening up and Reform” policy being implemented from 1978, China’s social and economic development has achieved tremendous progress. China is now the second largest economy in the world, and the livelihood of Chinese people has been greatly improved since then. However, China is still facing a huge population, weak economic foundation, and unbalance development, which make the Chinese national rejuvenation a long way to go. In 2012, the per capita GDP of China reached 6,100 US Dollars, which ranks only around 90 in the world. According to the UN standard, there are still 128 million Chinese still live in poverty. Problems such as defective industry structure, large gap between the rich and poor, and environment pollution are yet to be resolved.

This year is another crucial year in China’s history. The 18th National Congress of the Communist Party of China has set a great target of national rejuvenation, more specifically, to build a moderately prosperous society by 2020, with China’s GDP and household income to be doubled than that of 2010. By the year 2049, at the time of the 100th anniversary of the founding of New China, China will become a modern, prosperous, strong, democratic and harmonious nation.

Chinese President Xi Jinping pointed out, ‘To realize national rejuvenation is the greatest dream of the Chinese people in modern time’. The Chinese Dream is a dream of national rejuvenation, a dream of building a wealthy and prosperous nation, and a dream of bringing happiness to the Chinese people. In the Chinese Dream, people have better education, more stable jobs, more satisfied income, more reliable social security, better health care, more comfortable living condition, and more beautiful environment, all of which rely on development. The top priority of China at present is to continue to adhere to peaceful development. The needs of the Chinese people could be only met through proper development.

Ladies and Gentlemen,

In the globalized world today, the Chinese Dream could not be realized by China alone. China will make joint efforts with the rest of the world to achieve common development through cooperation, to resolve disputes through consultation, and to build a peaceful and prosperous world through coordination. The realization of the Chinese Dream will not only benefit China, but also the rest of the world.

China and Vanuatu have enjoyed sound diplomatic relations for more than 30 years. Our two countries have carried out extensive and deep exchanges and cooperation in various fields, exactly on the basis of pragmatic cooperation and mutual benefits. The Vanuatu government has firmly upheld the One China Policy and supported the reunification of China, on the other hand, China has provided numerous assistance to the Republic of Vanuatu within our capacity within the framework of South-South Cooperation. With joint efforts from both sides, the bilateral relations have been continuously developed faster deeper, and better; the friendship between our two peoples has been drawn closer and closer.

Ladies and Gentlemen,

At the invitation of the Chinese government, from the 14th to 22nd of September 2013, Hon. Prime Minister, Moana Carcasses, attended the China-Arab State Expo which was held in Ningxia, China. Hon. Moana Carcasses had a profound talk with H.E. Yu Zhengsheng, Chairman of the National Committee of the Chinese People’s Political Consultative Conference on promoting Sino-Vanuatu relations during his visit. He also made a visit to Hainan Province and Shanghai Municipality. He toured the site of tropical crops and seafood processing industry, tourist facilities and Solar Power projects in Hainan Province; and visited Shanghai Urban Planning Exhibition Center, met with the doctors who worked in Vanuatu as our medical team in the 1990s. The PM also held meetings with representatives from the Chinese companies such as Shanghai Construction Group and Sino-Vanuatu Fish Processing Corporation on the issue of infrastructure construction and seafood processing. This visit is significant to China-Vanuatu relations. Through the visit, we have understood each other better, and learnt a lot from each other on development so as to better benefit peoples of our two countries. With joint efforts of our two governments and two peoples, Sino-Vanuatu bilateral relations are enjoying the best time in history. And I believe our future will be brighter and better.

Finally, May I propose a toast, to China, to Vanuatu, and to our friendship.

Thank you!
