On September 18, 2026, the signing ceremony for the Implementation Agreement of the China-Aid Project of the Upgrading and Sealing of Roads in Port Vila was held in Port Vila. Minister of Infrastructure and Public Utilities Xavier Harry and Director General Zhang Guanbin of the Agency of International Economic Cooperation of the Ministry of Commerce of China, jointly signed the Implementation Agreement.

Prior to the signing ceremony, Ambassador Li Minggang accompanied Director General Zhang Guanbin and other delegates from the Ministry of Commerce of China in a cordial and friendly meeting with Minister Xavier Harry. The two sides exchanged views on strengthening cooperation in infrastructure development between the two countries and on issues of mutual concern. The Vanuatu side expressed its gratitude to the Chinese side for the selfless assistance provided over the years in areas such as infrastructure.
